• Role Overview: The Accounting & Tax Officer will manage the daily financial operations
of the company, ensuring strict compliance with Cambodian tax regulations and
corporate laws. This role involves managing project-related payments, subcontractor
invoices, and monthly/annual statutory declarations, including strict adherence to ACAR
regulations.
• Specific Responsibilities:
o Tax Compliance & Corporate Filings: Prepare, declare, and submit monthly and
annual tax returns to the General Department of Taxation (GDT). Ensure the
timely renewal and payment of the Patent Tax (Tax on Business Activities /
Business License).
o Project Accounting & AP/AR: Process and verify Subcontractor invoices against
approved Interim Payment Certificates (IPC). Manage site petty cash, bank
reconciliations, and accurately track construction budget versus actual
expenditures.
o Payroll & Statutory Compliance: Process monthly employee payroll, calculating
and managing National Social Security Fund (NSSF) contributions, withholding
taxes, and Seniority Pay disbursements in accordance with Cambodian labor
laws.
o Bookkeeping & Reporting: Maintain accurate and up-to-date financial ledgers.
Prepare monthly financial reports and cash flow statements for the foreign
management team.
o ACAR & Statutory Financial Reporting: Prepare, finalize, and submit the
company's annual financial statements in strict compliance with the Accounting
and Auditing Regulator (ACAR) requirements and Cambodian International
Financial Reporting Standards (CIFRS / CIFRS for SMEs). Coordinate with external
auditors if the company is subject to mandatory statutory audits.
• Requirements:
o Bachelor’s degree in Accounting, Finance, or Business Administration.
o Minimum of 3-5 years of hands-on accounting and tax experience in Cambodia
o Proven experience and profound knowledge of ACAR financial reporting
procedures and CIFRS/CIFRS for SMEs.
o Strong understanding of Cambodian tax laws, GDT E-Filing system, and MOC
compliance.
o Excellent bilingual communication skills (English and Khmer) for reporting to
foreign management and liaising with local authorities.
o Proficiency in accounting software (e.g., QuickBooks, Xero) and MS Excel.
